The SPCO, (an office within the JPO) is responsible for the administration and oversight of pipeline right-of-way (ROW) leases issued under Alaska Statute AS 38.35, the "Alaska Right-of-Way Leasing Act."  The administration of these leases includes processing ROW applications, drafting leases for Commissioner approval, implementing the public review process, issuance of project specific authorizations, and monitoring compliance with lease conditions.  SPCO oversees 21 pipelines in Alaska from the North Slope to the Kenai Peninsula.

  Alpine Diesel Pipeline - ADL 415932

The Right-of-Way Lease became effective December 15, 1998 and was originally between the State of Alaska and Atlantic Richfield Company for transportation of diesel fuel and later SPCO approved the transportation of all products. The lease expires on December 14, 2018 and is currently held by ConocoPhillips Company.

Alpine Oil Pipeline - ADL 415701

The Right-of-Way Lease became effective December 15, 1998 and was originally between the State of Alaska and Atlantic Richfield Company for crude oil transportation. The lease expires on December 14, 2018 and is currently held by ConocoPhillips Company.

Alpine Utility Pipeline - ADL 415857

The Right-of-Way Grant was issued pursuant to AS 38.05, the Alaska Land Act, and became effective January 6, 1999. The Grant was originally between the State of Alaska and ARCO Alaska, Inc. for transportation of water, and additionally in the Colville River crossing for a conduit of the fiber-optic cable, and two spare conduits. The grant expires on January 5, 2019 and is currently held by ConocoPhillips Company.

  Badami Sales Oil Pipeline - ADL 415472

The Right-of-Way Lease became effective December 15, 1997 between the State of Alaska and BP Transportation (Alaska) for transportation of crude oil. The lease expires on December 14, 2022.

Badami Utility Pipeline - ADL 415965

The Right-of-Way Lease became effective December 15, 1997 between the State of Alaska and BP Transportation (Alaska) for transportation of product and natural gas. The lease expires on December 14, 2022.

Eastern North Slope Oil Pipeline - ADL 417577

Conditional Right-of-Way Lease application submitted by the DNR, Office of Project Management and Permitting for an oil pipeline corridor from the Point Thompson area to Prudhoe Bay.

Eastern North Slope Gas Pipeline - ADL 417578

Conditional Right-of-Way Lease application submitted by the DNR, Office of Project Management and Permitting for a gas pipeline corridor from the Point Thompson area to Prudhoe Bay.

Endicott Pipeline - ADL 410562

The Right-of-Way Lease became effective August 5, 1986 between the State of Alaska and Endicott Pipeline Company for transportation of oil. The original lease expiration date was May, 2, 2004. However, the lease was amended November 26, 2002, and as renewed will expire on May 2, 2034.

Kenai Kachemak Pipeline - ADL 228162

The Right-of-Way Lease became effective November 26, 2002 between the State of Alaska and Kenai Kachemak, LLC for transportation of natural gas. The lease expires on November 25, 2032.

Kuparuk Pipeline - ADL 402294

The Right-of-Way Lease became effective August 26, 1980 between the State of Alaska and Kuparuk Pipeline Company for transportation of oil. The original lease expiration date was May, 2, 2004. However, the lease was amended November 26, 2002, and as renewed will expire on May 2, 2034.

Kuparuk Pipeline Extension - ADL 409027

The Right-of-Way Lease became effective April 18, 1983 between the State of Alaska and Kuparuk Pipeline Company for transportation of oil. The original lease expiration date was May, 2, 2004. However, the lease was amended November 26, 2002, and as renewed will expire on May 2, 2034.

Milne Point Pipeline - ADL 410221

The Right-of-Way Lease became effective January 15, 1985 between the State of Alaska and Milne Point Pipeline Company for transportation of oil. The original lease expiration date was May, 2, 2004. However, the lease was amended November 26, 2002, and as renewed with Milne Point Pipeline, LLC will expire on May 2, 2034.

Milne Point Products Pipeline - ADL 416172

The Right-of-Way Lease became effective December 5, 2000 between the State of Alaska and Milne Point Pipeline Company for transportation of natural gas liquids. The lease expires on December 4, 2030.

Nikiski Alaska Pipeline (Tesoro) - ADL 69354

The Right-of-Way Lease became effective January 30, 1976 between the State of Alaska and Nikiski Alaska Pipeline Company for transportation of refined liquid petroleum products. An amendment to the Lease Agreement was approved on September 21, 1984 to alter the Lessee name to Tesoro Alaska Pipeline Company.

Northstar Gas Pipeline - ADL 415975

The Right-of-Way Lease became effective October 1, 1999 between the State of Alaska and BP Transportation (Alaska) Inc. for transportation of natural gas. The lease expires on September 30, 2019.

Northstar Oil Pipeline - ADL 415700

The Right-of-Way Lease became effective October 1, 1999 between the State of Alaska and BP Transportation (Alaska) Inc. for transportation of crude oil. The lease expires on September 30, 2019.

Nuiqsut Natural Gas Pipeline - ADL 416202

The Right-of-Way Lease became effective March 15, 1999 between the State of Alaska and the North Slope Borough for transportation of natural gas. The lease expires on March 14, 2019.

Oliktok Pipeline - ADL 411731

The Right-of-Way Lease became effective June 1, 1986 between the State of Alaska and the Oliktok Pipeline Company for transportation of oil. The original lease expiration date was May, 2, 2004. However, the lease was amended November 26, 2002, and as renewed will expire on May 2, 2034.

  Trans-Alaska Gas System Conditional Right-of-Way Lease - ADL 413342

The Conditional Right-of-Way Lease became effective December 10, 1988 between the State of Alaska and Yukon Pacific Company, LP. It was renewed effective December 11, 1998 for ten years with an expiration date of December 11, 2008.

  Trans-Alaska Pipeline - ADL 63574

The Right-of-Way Lease became effective May 3, 1974 between the State of Alaska and Amerada Hess Corporation, ARCO Pipe Line Company, Exxon Pipeline Company, Mobil Alaska Pipeline Company, Phillips Petroleum Company, Sohio Pipe Line Company, and Union Alaska Pipeline Company for transportation of oil. The original lease expiration date was May, 2, 2004. However, the lease was amended November 26, 2002, and as renewed will expire on May 2, 2034. The lease is currently held by BP Pipelines (Alaska) Inc., ConocoPhillips Transportation Alaska, Inc., ExxonMobil Pipeline Company, Unocal Pipeline Company, and Koch Alaska Pipeline Company, LLC.
